I also just got a cruise through MyVegas for Sept. (only paying taxes and port fees, under $200, I believe) I think you are assigned an interior room and pretty sure you can upgrade later. I'm not sure about the price difference. When I call to book the cruise and pay, I'll ask about upgrading at a later time and the prices
