They are very different places. Willie Mae's is smaller, with a more limited menu, and famous for her fried chicken.
Dookie Chase is a good bit larger, with a more varied menu, and lots of soul food.
Both have on-line menus.

March 3 is a Sunday. There is a night parade, but nothing downtown during the day. You should have no problems.

They are creating a three block long green space. It makes no sense to me, but no one asked me. From the renderings, it doesn't look like it will make any difference in foot traffic, or access to the whale lot, and no effect on the Erato terminbal.

Metairie has some dicey areas just as New Orleans does, but this one is OK. There is lots of traffic around, and it is close to I-10.

The river re-opened yesterday (Friday), but traffic is backed up because of the closure and fog delays.

It would be a $10 - $15 ride from the port. The cab drivers will know where it is. There is no cab stand at Costco, but you can call United Cab: 522-9771.

There are always Ubers and Lyfts around the area, and cabs too. The price will be about the same, but with five people and luggage you may need an Uber Black (an SUV). Lots of the cabs are SUV's. It shouldn't take more than a few minutes to get either.

Yes. The cruise people will be gone before the bowl people start looking for rides.

The current forecast is for off-and-on rain for the next few days, but nothing serious, and no flooding.
If you park somewhere near the cruise terminal, the French Quarter is an easy walk or trolley ride.

Even on weekends with two ships docked, I have never seen the whale lot full.

We have sailed out of NO eight times (we live here) and have never experienced anything like this. The trucks that deliver supplies to the ships do not use the same street as passengers do, and deliveries are made in the early a.m. before passengers begin to board. There are lines, but they move at least as quickly as in any other port we have experienced.

There will be lots of cabs. You would have to call an Uber or Lyft. The prices would be pretty close.

No charge for the potatoes. They just bring them.
A golden-fried soft shell crab is culinary paradise. I have never had one at Deanie's, but I'm sure they would do a great job on them.

Deanie's, 899 Iberville. They do a great job on frying seafood. Unless you are really hungry, the oyster poor-boy is big enough for two, and is packed with oysters. Free appetizer of new potatoes boiled in seafood boil. It is usually very busy, no reservations, but the line moves quickly.

The St. Louis cemeteries (the oldest ones in NO) are adjacent to the French Quarter. You must be part of a group. Just do a Google search for New Orleans cemetery tours.
