These days, probably not. On an upcoming RCL cruise out of Galveston the price for the UBP has been priced between $72.99 and $77.99.

The total price(s) will be stated in your Cruise Planner. You can use the package the minute you board the ship. Just be aware that there will be a limited selection of beverages available until the ship reaches international waters after leaving Galveston.

There's a website called Cruise Spotlight that supposedly tracks the current deluxe beverage package pricing. It shows the minimum, average and maximum prices by all the RCL ships sailing from US departure ports.

No, not any more. As of April 4, 2022, Medicare started a new program where they pay for up to eight over-the-counter COVID-19 tests from a participating pharmacy or health care provider after the initiative starts. However, if you get the free I-Health brand test, they can be proctored, but you'll have to cover the cost which, right now is around $15 -$20 per test.
