A mid afternoon flight would be ok but I wouldn't do a morning flight. We just got off the Millennium on 15/4/2024 and it was slow going through customs and immigration at the pier. Plus, once you get to Haneda it is also a time consuming process. They advise arriving three hours before ones flight. The process is stressful enough without adding to it with short arrival times.
