Celebrity Cruise Agents not answering their phones

I have been on hold over an hour. I tried this morning as well. I attempted to make dining reservations on the app. The app said to call. After an hour I had to go. I tried thru the website but I could not add my inlaws to make the reservation for 4 ppl. Yes, our reservations are linked. Anyone know how to do this online? Frustrating! -
