yet another tipping question

We are taking a tour of the City in Barcelona for 20 persons when we disembark. My question is about the tip for the tour operators (guide,driver). We dont want to insult them, nor disappoint them. What is fair?

Depends on your accent.

No more than Euros 100, which I would split 30 for the driver and 70 for the guide, but only if they have been good. In Europe for only 20 pax this is an excellent tip. If they haven't been good, then nothing. I am assuming this is a full day tour. If it is only half a day, then half the tip.

London sounds about right.. One question is how much is the tour PP?

If the tour is 50 euros PP, then 5 pp. If it's 150 euros for example I might do a bit more if the guide and driver are good.

10% is high for Spain unless service has been exceptional.

In restaurants 5% is the norm - and many people just round up to the next full Euro! A tour guide and his driver would be pleased to receive a similar tip (like LondonTowner I would split it 70%/30% between the guide and driver).
