Just curious, who gets the $$$$ paid towards "government fees & taxes" when booking an Alaskan, Caribbean or Mediterranean cruise ?

The cities and ports, countries, all get their share....they are different at each port...

Each country/port imposes its own fees and taxes on cruise ships. For instance, I believe Alaska charges $50 per passenger. Most ports charge for the time a ship is docked. There is a charge for the pilot (if you is needed).

I am also curious as to whether it costs the cruise line more $$$ to dock as opposed to tendering and do they pay based on the amount of time spent in-port. And if they pay based on time in-port and sail late are they charged additional $$$ ?
