Cocoa Beach Shuttle ?

We used their shuttle last week. We had booked ahead of time and received an email comfirmation. Our confirmation clearly stated the 20% gratuity was included in the total. When we were on the shuttle there was a sign inside stating that gratuity is not included and the drivers consider it part of their income. I don't want to sound cheap, but I was already qouted a price with tip. What would you have done? We gave an extra $5.00, but now I'm not sure I should have.

I saw that sign. I always give a $1 doller per bag. Even though they packed everyone into that van like sardines, it was still pretty good service.
