Only if the are non-refundable.

 

That's one question many cruisers don't ask when they're booking shore excursions directly through the tour operator and not through the cruise line. Another is if the tour operator has a "no refund" policy and the ship skips that port for whatever reason you need to know how the insurer will handle that. It's so common to have ships skip a port you want to know if you're covered for non-refundable tours if that happens.
