Shanghai Pudong Internation Airport question

Have a couple of questions

 

First, we are in Business class on an United flight leaving at 12:35 pm from Shanghai to San Francisco. United is indicating that we need to arrive 3 hours beforehand. While I understand that PVG is quite a complex boarding process including, checkin, luggage processing, getting boarding card, quarantine, customs, immigration, security check, getting to waiting area, then ultimately boarding, is the 3 hour lead time realistic or overkill? Also will being in business class actually shorten the time? We are trying to set a mini Shanghai tour from 8 am-10:30 am, but don't want to miss our flight. What experience have other CCers had in this regard?

 

Second, relative to baggage limits on international flights, according to United we can have 2 bags each up to 66 pounds and one carry on and a personal item. However PVG airport website indicates that baggage allowance is one bag only for business-class passengers with more than 66 pounds and one carry-on. Am I misreading the PVG airport restrictions? Should I just follow the United lead? What experiences have other CCers had in this regard?

Firstly it is not a matter of check in. It is a question of getting to the airport. You did not mention whether your tour ends at 10.30 at the airport or elsewhere. If it ends at the airport then you are OK and have nothing to worry about, but if elsewhere, getting to the airport could take at least an hour dependant of when you are there and the day of week. Bear in mind that the Expo will be starting there in May and the traffic and travel times will definitely increase.

As to luggage, the restrictrictions are ususally for internal flights and if your Carrier is UA then you should follow their directions.
