Yes, both will rent to you. They will deliver and pick up the scooter to your room. It will be there when you arrive. To handle you until you get to your room there is wheelchairs available at the Pier. Ask and you may even have someone escort you around to the disable line which has prioity.

I rented from scootaround before I had my knee replaced when I was in Vegas. The scooter was there when I arrived and picked up the morning I departed. It was very good service! And cost a couple hindred bucks.

 

 

Now they do have cheap, small scooters that will go on the flight with you. They are not all that expensive and if you are going to need it for several trips, might be cheaper than rental!!
