DH & I along with DD (11 in w/c) and 2 well behaved DgD's (10&8) will arrive in Victoria at 6pm on NCL Pearl on 6/12. We are planning a 60-90 min horse carriage ride and would also like to do some walking, in particular to the Empress Hotel and then shopping. Is Victoria accessable by wheelchair and is your google map where you highlighted the walking route accessable or is there a better route? From the Empress it's slightly uphill along Government street (heading north) to the shopping district, but not so much that it would be a deal breaker with a wheelchair.
