Switching names on reservation

I just checked our cruise for a price drop. They are showing a California residency rate. We are going with BIL and SIL from California. Can I just call C & A and change the people in the rooms ex. SIL and me in one room and BIL and DH in the other so there is one California person each room then ask for the residency rate? It will save us over $350 per cabin.
