Snorkel/Dive Pass

Does anyone know anything about the pass you're supposed to have to either dive ($25) or snorkel ($10) on Bonaire? Like how/where you get it and if it is mandatory?

I asked about it because I was thinking of doing my own thing.

But I was told that the cruise ship passengers don't need one just for one day of snorkeling.

 

Maybe scuba divers do, but I'm sure that would be rolled into your equipment rental..so nothing to worry about.
