I don't know th erates and haven't used this place but did see some cruisers entering the building back in January. You'll have to fend off a few aggressive tour vendors, but they're harmless. We found an Internet cafe in a mall several blocks into downtown. There were only five machines there but they were'nt being used and access was fast. Price was $1.25US per half-hour.
