Docking or tendering on Mexican Riviera

We are traveling on the Oosterdam on 3/5 for Cabo San Lucas, Mazatlan and Puerto Vallarta. My question is are you tendered or docked at these places? If tendered has anyone ever experienced missing this port because of not being able to use the tenders? If you were to purchase a shore excursion ahead of time and NOT thru the ship, would you be out your $$$ if the port was canceled?

Cabo San Lucas is a tender port, Puerto Vallarta and Mazatlan you dock. When we were in Cabo last month, there was no problem with tendering, went very smoothly. I would think if you miss the port and have booked excursions with the ship they would reimburse you.
