Some people do it so a PVP can get credit for the booking, then the TA can get the commission. Its a win win if you have an established relationship with a PVP and can get a lower rate from a TA. With the new rules that went into effect 8/1 doubt you will see many people doing that now, since TA really cant offer much in the way of discounts now.
