fire at Sanitation pier next to Manhattan cruise terminal

So as I was driving over the GW Bridge I saw black billowing smoke around 4 pm coming from what appear to be the Manhattan cruise terminal...but it wasn't it was right next door.

PS the GW Bridge is about 5 miles from the cruise terminal(the Bridge is at 178street in Manhattan)...
