Funchal on December 8 religious holiday

Need cost ship to cable car, roundtrip to Monte and back to Funchal. What is there to do in Funchal on a relegious holiday. Have 6 hrs in port.

Is a cab to Monte and cable down economical. Which garden to see and costs botanical in Monte 3 euro, Monte Palace Garden or Quinta de Palheiro.
