A recent Cayman News Service article includes a photo of the "speculative port plans" which were revealed to tourism stakeholders.

This seems to be immediately adjacent to, and just to the north of, the current cargo pier. This would place it as an extension of the Royal Watler Terminal - the newest of the tender piers in George Town.
