Book online excursions??

Friends of ours are travelling RCI in 3 weeks and were not told by the TA to book excursions online, so they have now tried and are finding most excursions are no longer available. Just wondering, can anyone advise as to any independent tour operators that can be booked online. They were thinking kayaking, snorkelling, biking...active adventurers! Thanks so much for your help.
