If everything you are interested in upgrading to is waitlisted, you can add your name to the waitlist. You won't pay the extra unless the higher priced stateroom becomes available. A month from sailing? I would guess you have maybe a 50/50 (or less) chance of a balcony cabin becoming available on this short of a countdown (a lot depends on how many others are on the waitlist ahead of you).
