it's most likely these people. http://www.adrenalinezip.com/ who offer a free shuttle from the Victoria Clipper terminal (less than ½ mile from the cruise terminal - easy walk). While I haven't done it, it's nice and rural if you want to get outdoors

I'll bet you can save a good chunk of change by walking the few blocks to the clipper terminal and grab the shuttle there, vs the cruise line excursion.
