difference between the 4th and 5th floor inside on the Jewel

I'm not quite sure I understand your question. The usual answer about shipboard location is, the closer to the middle of the ship and the higher up you go, the better the perceived motion. The more toward the middle and higher you go, it usually is the more expensive.

No difference. You're just higher up on the ship. High can mean more movement. Low less movement. I'm sailing in a 4th deck inside on the jewel in 2 weeks. We originally chose a cabin on the 9th to be on the same deck as my parents but out TA was running a special deal on 4 & 5 inside cabins so we went with that. It you pick too far forward on the 4th you'll prob hear the anchor drop each port morning. On the 5th floor you may have the casino, theater etc on top of you so there may be some noise. Other than that, as far as I know, there are no differences in the rooms themselves.

The inside cabins on all decks are identical. Deck 4 is just a longer elevator ride from all the public spaces on the ship. The down side of deck 4 is that is the deck that passengers exit the ship in ports. You may open you door to a line of passengers and have to deal with returning passengers to get on the elevators depending on location.

I was in 9007 and heard the anchors.

 

There really isn't much different other than location. The elevators do get really crowded though so if you want to use the stairs and you pick the 4th floor then be prepared for more climbing.
