I have an on board credit and wondering what all it can be used on? Also wondering if don't use it all can I put the remainder towards gratuities?

You can use if for anything you use your seapass for. It is issued as a credit on your account.

I plan to use my OBC to help pay for photo purchases.

When you board the ship, the OBC will show as a credit in your shipboard account. As you make charges to your account, including gratuities, the credit balance decreases by the amount of the charges until you have no more credit. Then your account will start to accrue charges that you must pay at the end of the cruise.
