If we tip onboard a European Cruise are the tips to be given in Euros or dollars?

USD. Its the same staff on board everywhere. Everything onboard is USD

If it is just a small tip to room service, you could use your euro coins. They will be able to spend euros when they go ashore after all. If it is the big tips for stateroom and dining staff, then just have them charged to your onboard account in dollars. No need to take cash for this.
