The EPIC is the only NCL ship that has any pre-booking functionality at this time, and I believe that is more for the dinner entertainment shows.

If on the Epic then yes, starting 45 days prior to your sail date. On any other ship, you will have to wait until you are onboard.

we are going on the NCL Star; so I guess will have to wait to book. We wanted to try the Jananese Restaurant and it only holds 12 people. I guess it will be hard to get ressies for that one

We've always gone straight over to the restaurant booking desk after we board and have not had any trouble getting into the Japanese restaurant.

The desk is on the ship in the main atrium. At some terminals they do have a table set up before you get on the ship where you can make spa and restaurant reservations.

 

Tepanyaki is the restaurant that cooks at the table and has limited seating. They typically have 2 seatings each evening.
