Does The Voyager while in European waters, Get regular NBC I would like to watch Sunday Night football, What about Reg CBS? Thanks

Very unlikely you will get any regular US broadcast TV on any cruise, especially in Europe. Certain high profile games like the Super Bowl or World Series may be shown.

High profile sports programs are broadcast on the international ESPN channel. One difference is no advertising. Never paid attention to what other channels were available. On the transatlantic cruises, where we had no satelite reception, there was still a regular news channel available, which I assume was handled by the cruise lines own communication system, which was always available, including internet.
