The airport is not downtown. It is about a 20 minute ride by cab from downtown.

 

The port is in downtown. It's behind the main convention center, south of Canal street and the French Quarter. It's some distance from the Quarter, and from most hotels you would want to take a taxi to the port for embarkation.

 

Here's a link to a map that shows where the port area is. The star on that map actually refers to the port headquarters building. The ships themselves dock on the north side of the bridge, closer to where it says "Mississippi River" on that map.
