How far ahead can you book speciality restaurants?

Used to be that you had to wait until ~ 90 days before set sail date to book excursions, but now you can do so after make first payment...

Found this in an email from Royal Caribbean: You can purchase Shore & Land Excursions once you've reserved a cruise, received your cruise reservation number, and have made at least one payment toward your cruise.

Is this correct?

I booked my Feb. 2012 cruise on Adventure in June. As soon as I had my booking number, I was able to log in on the RC website and make excursion reservations. Specialty restaurant reservations aren't showing up yet, but they usually don't until about 60 days before sail date.

It just tells me this:

There is no Shore & Land Excursions information for this itinerary at this time.

Please visit our web site closer to your sail date......

There are currently no Specialty Restaurants and Dining Experiences options for your sailing.....
