Do RC Cartagena excursions stop at the HRC?

We have been comparing prices of the excursions that Royal Caribbean organise against a private day tour to ensure we get to the Hard Rock Cafe in Cartagena and wondering what experience others have had. Do the official tours stop within close proximity and is there time to make a quick visit there?
