At least I never noticed anyone saying anything, if there was even any attendant monitoring at all. I saw people at the drink station on the pool deck filling their own containers directly. I'd see people taking a drink from the small paper cups and then just refilling, even though the sign says to get a new cup each time. In the buffet line, I'd see people sticking their water bottles (the disposable Ice Mountain type) all the way up the spout of the one with the water, and nobody ever said anything.
