Parasailing in St. Thomas

I have a question about parasailing. Last year when we went we stopped at the tour place and called a place at sapphire beach about parasailing not thru the cruise line and was told that they had to be thru the cruise line. no one would take you without a reservation??? So is this true? If so who is the best to use?
