By sea you need (for a US citizen) proof of citzenship govt issued photo ID correct documentation to go home (to the USA) The passport card fulfills 1&2, and assuming you're going by land to the USA, #3 as well. If you intend to fly from Canada to the USA, you'd need a full passport, as that's the requirement to reenter the USA by air. Link to comment Share on other sites More sharing options...

It is direct from the US Secretary of State website and I am providing a link to the website for your convenience: The U.S. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book.
