Panama Birth Certificate Question

We are leaving on the Glory this Saturday, and my aunt will be traveling with us. She was born in the Panama Canal and does not have a passport. She has a "Certificate of Live Birth in Canal Zone". We booked this cruise last minute, and she did not have enough time to get a passport, and this is her first cruise. We have been told that this should work, but we are still a little nervous. Should this be ok? Thanks!
