Tobacco cost Spain/Portugal

Hi, we are going on a Canaries cruise, stopping at Spain and Portugal on the way back. I know we can only buy 250g Golden Virginia from the Canaries, but I wondered out of Spain and Portugal which was the cheapest place to buy in bulk, has anyone been recently, that can advise ?
