Summit Room Numbers: The First 13?

Looking at the deck plans on the Summit, I notice an absence of room numbers ending in "13". The room numbers jump from "12" to "14" on each deck.

 

That is... until you get up to deck 11, where they added the new AquaClass rooms when the ship was solsticized earlier this year. 1111, 1112, and then 1113.

 

If the number 13 was purposely passed over when numbering rooms on the other decks (is there another explanation?), I wonder if the introduction of room 1113 was an oversight?
