St. Petersburg ship's shore excursion tipping - currency

We've been to St. Petersburg previously and done private tours. This time we're doing the ship's excursions. I understand the Russian government has tightened rules as to who can accept USD & euros. I know the private tour companies can be paid & tipped in USD or euros, but wondered if you can tip a ship's shore excursion guide the same way or if we would need rubles. Anyone know??
