bvi360.com offers day trips to Josts, not sure if they have a Tortola tour option.

 

The taxi is the easiest way to get to the beach, and they also do island tours.

For a beach, the primary destination for most cruisers is Cane Garden Bay, a large bay with several restaurants/beach bars.

Smuggler's Cove is perhaps the nicest beach on the island and more remote with no amenities other than portapotties. Nearby Long Bay is also nice, you can get day passes to the Long Bay Resort pool and for lunch there.

And Brewer's Bay is also nice and less crowded than CGB but has a small restaurant and restrooms and a campsite.
