I'm currently fundraising and training to ride 100 miles up and around Lake Tahoe (yes, all at once) for the Leukemia and Lymphoma Society. I think people give me so many donations sometimes just so they don't have to think about all that riding! However, I fear that most real road cyclists do not share your view. And the typical visitor to Alaska probably is not a young road cyclist, I would imagine or they have the time to do real road rides while there. I'm not finding many options for cycling while in port given the other things we want to do and the fact that my DH doesn't bike much. He can hang out or take the train roundtrip while I ride. It's not totally 100% uphill and certainly not the longest climb in the world or anything. Plus, it would involve a lot of stopping to see the sights, which I find to be MUCH easier uphill than flying downhill at 30-50 mph and then stopping to catch a view.
