You have to assume that the ship will sail "full"...all cabins booked...but not necessarily to "max" (counting #3 and #4 in cabins) NCL will do what it needs to to sell out all cabins on every sailing. You can pretty much assume all cruises sail full. Although many of the cabins that advertise they can accommodate 3 or 4 persons may have less than that number, the ship will still have a total passenger count very close to the maximum permitted.
