drink cards in Euorpe

I have tried to search for this but could not find the answer. I know when your ship leaves out of a US port you pay tax on your drink card if you buy it before the ship leaves. If you buy the drink card after the ship sails then you don't have to pay taxes. Does anyone know if this is the same if I sail out of Barcelona? If so, what tax rate do you pay in Barcelona? Thank you for the help.

It looks like 8% VAT is charged if you buy in port (value added tax).

We always bring enough to get us thru the first day, then buy the Bottom Bubbles the next day. They prorate it so it is even cheaper then buying it the first day w/o tax! :)
