We all should send letters to the Board of Directors about this problem. I think the thing you're missing here is that RCCL doesn't actually have your money to refund. The art vendor has it. I sent off my claim form on 24th May 2014 and yesterday, 29th August, I eventually got my refund. It was a long wait - almost a year since I actually bought the artwork, but a good outcome in the end.
