Cruising on Carnival with a child <2(m)

We have three children....the two older ones love Camp Carnival so they will be going there for some play/craft time. I understand there is babysitting on port days for children <2 from the arrival into port until 12 noon. What if the ship doesn't arrive in port until noon? Is there then no babysitting that day?
