I'd say that really early is the best time to book in almost every case, for high season cruises the prices seem to rise all the time.

For the cruises that don't sell too well (out of season and/or major holidays), the time after final payment (last 6-8 weeks before departure) might be the best as the prices usually drop in order to attract more people.

Earlier the better . You can chose your cabin and location. Also you can take advantage of any price drops after you book.

If anyone could actually forecast when it was best to buy, they could make a lot of money!!!:D
I agree usually earlier is better. No one really knows the magic the cruise lines use for pricing.
