Sailing on the Jewel next month. Trying to schedule a private tour which can begin as early as 9 a.m. The itinerary has the ship in port from 8 a.m. to 6 p.m. Is that ship time or local time? The ship sails from Tampa which is on EST.

The times listed in itineraries are always ship's time. The real question, is whether ship time will be changed to match local time. Anyway, you should be safe to make a 9:00 excursion either way, since you will have either one hour (ship changes to CST) or two hours (ship stays on EST) after arriving at port to get to the excursion.
