Sometimes you need to know what they really do. I have been stopped in Italy with just my drivers license and have had no problem whatsoever. Have you ever seen a blog comment of some US tourist being detained for not having their passport with them? Doesn't the UK have a national id which must be carried at all times? (They tried to introduce a national ID card a few years back, but decided it was not only contrary to civi liberties, but also very expensive.) Just about the only time you need formal ID in Britain is to open a bank account or have some other dealings with a financial body you haven't used before.
