Disney excursion - can we just enter park and not ride

My mom has decide she'd like to go on disney excursion, but will most likely not do any rides. I know we can get the transportion only option. My question is can she enter the disney park just as an onlooker, or must we purchase tickets as though she were going to ride?

Since there is much more to do than ride rides, she would be charged the full fare. There are many attractions that she would enjoy that don't include a "ride." Checkout this website:

Sorry, even if she just watches, she has to pay the full price. There are a lot of things to see without going on the rides, but if all the rest of you are going to go on the rides, it might not be a totally enjoyable day for your mom.
