what is included in insurance quote

When getting my trip insurance do I include the government taxes and charges? I know I have to include everything that is nonrefundable, but there is so much small print in the cruise contract, I can't quite figure that out. This doesn't usually matter, but somehow on my upcoming trip, I'm slightly into a more expensive category when I include everything, so I want to see if I can back anything out.
