next cruise certificate question

Somebody please clarify for me...I can combine the OBC from a next cruise certificate...With a balcony discount as a platinum member , OR a savings certificate, if available for my sailing. But I CANNOT combine a balcony discount and a savings certificate..So if I am correct , it would be smart to purchase the NCC while on our next cruise ? Am I correct ? Thanks
